How a flag gets onto this list

It is filed there. Every flag in this atlas carries a region and, for most of them, a part of that region — and both come from the same country dataset the names come from, rather than from anybody here. Nothing on this page was decided by us: the list is rebuilt from that filing on every build, so a country that moves upstream moves here.

Which means the lists are a filing system and not a claim about who belongs with whom. Five flags in this atlas are not countries at all and are described by hand, because no country dataset has a row for them.
