What is on it
Each of these is what this flag's own Wikipedia article says is on it, the sentence is underneath, so you can see what it rests on.

What we know about it
Anguilla decided to secede from the federation in 1969, formalised in 1980, and a new flag was needed because the flag before it had a symbolism built on the concept of a union of three. A national competition in the early 1980s drew 258 entries; the winning design was by the student Edrice Lewis, and on 19 September 1983, the day of independence, it was hoisted a minute after midnight. Lewis also formulated the official meaning: green for the fertile land, red for the fight against slavery and colonialism, yellow for the sunshine the islands enjoy all year round, black for the people's African origins, and the two stars for the two islands as well as hope and liberty.

Its day
The almanac keeps a page per day of the year that something is dated to. This flag is on one of them, with the sentence that says so.
Nearest in the world
Every flag is compared with every other one, off the pictures themselves. Two copies of one picture score 0; these are the closest to this one. How that is measured.
