The flag was created in 1851, and its proportions went undefined until Supreme Decree No. 27630 of 2004 set them at 7.5 by 11 squares. The state and war flag carries the Bolivian coat of arms in the centre; the civil flag is the three colours alone. The revised Constitution of 2009 lists the Wiphala beside it, flown on the Palacio Quemado and parliament since.
