Where was it from? Start there. Each list is every flag the atlas files under that part of the world, and nothing else.

Where the filing comes from
Every flag here carries a region and, for most of them, a part of that region. Both come from the same country dataset the names come from, so nothing on these pages is a judgement made here about where a country belongs — and a country refiled upstream is refiled here on the next build.
A place needs at least two flags before it gets a list: a list of one is that flag’s own page with a heading on it. That leaves 1 of the 254 on no list here — it is still on every flag, under its own heading.
