Where these ten come from

The wrong answers are not random. Each flag is offered beside the one people actually confuse it with, then a neighbour of it, then somebody from the same rank band — the same three rules the Flagory app has picked options by since it was written. A quiz whose wrong answers are drawn out of a hat is a quiz you pass by elimination.

18 flags are in this one, and ten of them are drawn at a time. The draw is named rather than random: round one is the round written out above, which is why the page a search engine read is the page you are playing.

Nothing is sent and nothing is kept. Every flag, every name and every answer was in this page when it arrived, the scoring happens on your own machine, and none of it survives closing the tab. The full list is at Where each one says so.
