Colours
Read from the flag itself, down to the exact shade.

Other flags with red, white or blue or all of red, white and blue at once.
How it is put together
Nothing the measurement has a word for. It reads eight shapes off a picture: bands, a canton, a wedge at the pole, a disc. This flag is not any of them, so the space is left empty rather than filled with a description nobody took. The finder says what else it cannot see.
What is on it
Each of these is what this flag's own Wikipedia article says is on it, the sentence is underneath, so you can see what it rests on.
- star
The stars and quarters are said to stand for the rival political parties, and the white is said to stand for the peace in which they operate.

What we know about it
María de la Ossa de Amador made the flag, which the ley 48 de 1925 adopted; the first proposal, from 1903, was thirteen stripes with a canton of two suns joined by a narrow line for North and South America, and Manuel Amador Guerrero would not have it. His family designed this one instead. The quarters and the stars are said to stand for the rival parties, blue for the Conservatives and red for the Liberals, and the white for the peace in which they operate.

Nearest in the world
Every flag is compared with every other one, off the pictures themselves. Two copies of one picture score 0; these are the closest to this one. How that is measured.
