How it is put together
Nothing the measurement has a word for. It reads eight shapes off a picture: bands, a canton, a wedge at the pole, a disc. This flag is not any of them, so the space is left empty rather than filled with a description nobody took. The finder says what else it cannot see.
What is on it
Each of these is what this flag's own Wikipedia article says is on it, the sentence is underneath, so you can see what it rests on.
- cross
The flag of the Dominican Republic is as described in Article 31 of the Dominican Constitution: The National Flag is composed of the colors ultramarine blue and vermillion red, in alternating quarters, located in such a way that the blue is in the upper part of the flagpole, separated by a white cross half the width of the height of a quarter and that carries in its center the National Coat of Arms.

What we know about it
Juan Pablo Duarte designed it, and it first flew on February 28, 1844, the day after the Dominican War of Independence began. The first of them were made by María Trinidad Sánchez, Isabel Sosa, Concepción Bona and María de Jesús Pina. The colours are read as liberty, salvation and the blood of heroes. After the annexation to Spain from 1861 to 1865 the flag came back with the quarters on its fly side flipped, and the coat of arms at the intersection of the cross.

Its day
The almanac keeps a page per day of the year that something is dated to. This flag is on one of them, with the sentence that says so.
Nearest in the world
Every flag is compared with every other one, off the pictures themselves. Two copies of one picture score 0; these are the closest to this one. How that is measured.
