What we know about it

The lands became an overseas territory of France in 1955, and the first senior administrator, Xavier Richert, introduced a flag for his office in 1958, nearly identical to this one but with three stars instead of five, which may have been a reference to his rank of Vice admiral, represented by three stars in the French Navy. The official flag was adopted on 23 February 2007. The monogram, stylized to resemble an anchor, is surrounded by five stars; one for each of the five regions of the territory, it is sometimes thought, though the decree adopting the flag did not say so.
