What is on it
Each of these is what this flag's own Wikipedia article says is on it, the sentence is underneath, so you can see what it rests on.

What we know about it
Uzbekistan declared itself independent on 1 September 1991 and held a contest for a flag: more than 200 submissions came in, and the winning design was adopted on 18 November 1991 at an extraordinary session of the Uzbek Supreme Soviet, the first new flag among the newly independent republics in Central Asia. No symbolism is officially designated, but the azure is read as the sky and clear water and as the colour of the Turkic peoples, the white as peace and good luck, the green as nature and new life, and the red fimbriations as the power of life.

Its day
The almanac keeps a page per day of the year that something is dated to. This flag is on one of them, with the sentence that says so.
Nearest in the world
Every flag is compared with every other one, off the pictures themselves. Two copies of one picture score 0; these are the closest to this one. How that is measured.
