Alwin Bully, a playwright, designed the flag in early 1978 as the country prepared for independence; it was adopted on 3 November 1978, with small changes made in 1981, 1988 and 1990. The sisserou parrot on it is the national bird emblem, endemic to Dominica and endangered, with a population of only 250–350 individuals; it appears on the coat of arms as well, granted on 21 July 1961. The ten stars stand for the country's ten parishes, the cross for the Trinity and Christianity, and the disc for justice.
