What we know about it
The wife of a U.S. naval officer stationed in Guam, Helen L. Paul, designed the flag in 1917 without the red border; the territorial government adopted it on July 4 that year, American Independence day, and it was formally adopted in 1930. Her emblem followed the slingshot stones the Chamorros used for hunting and sport, and set it on blue, so that the flag would resemble those of other US territories and states. The version with the red border was approved in 1948 by military governor Charles Alan Pownall; it commemorates the suffering of the Japanese occupation during World War II.

Its day
The almanac keeps a page per day of the year that something is dated to. This flag is on one of them, with the sentence that says so.
