King George Tupou I sought a flag that would represent Christianity and worked on it with Shirley Waldemar Baker, later Prime Minister of Tonga and then a member of the United Kingdom's Tongan mission, on a flag, a coat of arms and a national anthem; Whitney Smith names Prince Uelingatoni Ngu Tupoumalohi as the chief designer. The design was first used in 1866, and the constitution proclaimed on 4 November 1875 codified it; under Article 47 it can never be altered. The couped cross alludes to Christianity, practised by approximately 97% of the population, while the white epitomizes purity and the red evokes the blood of Jesus Christ.
