Other flags with white, yellow or orange or all of white, yellow and orange at once.
How it is put together
Nothing the measurement has a word for. It reads eight shapes off a picture: bands, a canton, a wedge at the pole, a disc. This flag is not any of them, so the space is left empty rather than filled with a description nobody took. The finder says what else it cannot see.
What is on it
Each of these is what this flag's own Wikipedia article says is on it, the sentence is underneath, so you can see what it rests on.
- dragon
The flag features the Druk, a dragon from Bhutanese mythology.

What we know about it
Mayum Choying Wangmo Dorji's basic design dates to 1947, and a version of it was displayed at the signing of the Indo-Bhutan Treaty in 1949. Dasho Shingkhar Lam Kuenzang Wangchuk, secretary to the third king Jigme Dorji Wangchuck, was later asked to redesign it, and the result has been unchanged since 1969. The orange half signifies the Tibetan Buddhist tradition of the Drukpa Kagyu and Nyingma schools, and the white of the dragon the purity of inner thoughts and deeds.

Nearest in the world
Every flag is compared with every other one, off the pictures themselves. Two copies of one picture score 0; these are the closest to this one. How that is measured.
