Graham Bartram, the chief vexillologist of the Flag Institute, designed it in 1996 for a 3D Atlas program, taking the flag of the United Nations as his model and choosing, for neutrality, a plain white map of the continent against blue; the emblem of the Antarctic Treaty System was its inspiration.
