It began with the administration of Rear Admiral Sumner Ely Wetmore Kittelle, sworn in as governor on April 26, 1921, who asked for suggestions from Mr. White, captain of the Grebe, and the cartoonist Percival Wilson Sparks; Sparks drew a design on paper, transferred it onto heavy cotton material, and asked his wife Grace and her sister Blanche Joseph to embroider it. The flag was adopted on May 17, 1921. In one talon the eagle holds a sprig of laurel, symbolizing victory, and in the other three arrows (unlike the thirteen in the US coat of arms) for Saint Croix, Saint Thomas and Saint John.
