Angefangen hat es unter Konteradmiral Sumner Ely Wetmore Kittelle, der am 26. April 1921 als Gouverneur vereidigt wurde und Vorschläge von Mr. White erbat, dem Kapitän der Grebe, und vom Karikaturisten Percival Wilson Sparks; Sparks zeichnete einen Entwurf auf Papier, übertrug ihn auf schweren Baumwollstoff und bat seine Frau Grace und deren Schwester Blanche Joseph, ihn zu sticken. Angenommen wurde die Flagge am 17. Mai 1921. In der einen Klaue hält der Adler einen Lorbeerzweig für den Sieg und in der anderen drei Pfeile, anders als die dreizehn im Wappen der USA, für Saint Croix, Saint Thomas und Saint John.
